The Economic Development Corps (EDCOR) was formally established  under the direct supervision of the Civilian Affairs of the Armed Forces of the Philippines which was in charge of the Huk surrenderees. The EDCOR opened Sapad, Lanao del Norte and Barira in Buldon for resettlement.
