The autonomous administration assumed some degree of credibility when President Aquino granted limited executive powers to the Candao government. An official statement said that the functions of the departments of public works, labor and employment, local government, environment and natural resources, tourism, science and technology and social services had all been transferred to the Autonomous Regional Government.
