The new President’s priority of achieving peace was institutionalized through the establishment of a National Unification Commission (NUC), headed by former Election Commissioner Haydee Yorac, a University of the Philippines Law Professor. The first law passed during the Ramos administration, Republic Act 7636, among other things, repealed the 35-year old anti-subversion law.
