Government troops have killed 17 Moro combatants, who have increased their activities in view of the impending autonomy negotiations. Rebels toppled an electric transmission tower, plunging 37 towns into darkness. In its report, the National Unification Commission recommended to the President that the granting of amnesty to all rebels in the country is a way attaining peace.
