An interim agreement was signed by the MNLF and Manila following five days of peace talks in Indonesia. The agreement covers areas such as education, economic and financial systems, and the autonomous area’s proposed government and administration. However, key issues still remain including the integration of the rebels into the military and the government’s demand that a referendum be held to approve the proposed autonomous region. Muslims are now reported to make up only 40% of Mindanao’s population (Reuters, 12/01/95).
