President Fidel Ramos states that his secret meeting with Libyan leader Qaddafi in February 1992 began the process of the current peace talks with the MNLF. During the early and mid-1970s, Libya provided key financial and military support to the Moro rebels. Ramos’ trip occurred in the midst of his election campaign for the presidency (Reuters, 07/17/96).
