The Philippines government has reportedly devised a compromise in order to help break the deadlock in its negotiations with the MNLF. Under the proposal, Muslim rebels would take part in peacekeeping and development in Mindanao for at least two years. After that, a plebiscite would be held to determine the level of support for the provisional authority. Muslim groups have repeatedly warned of a renewed war if the current peace talks fail (Reuters, 05/14/96).
